IDEs for J2ME are plenty. I have been faithful to Netbeans for a long time, but Eclipse is another good IDE to try since it is more neutral to any programming language. Even Flash development has a plugin for it.
The plugin for J2ME is EclipseME. Read the configuration to get started using developing J2ME in a wonderful environment.
